Conversion or Upgrading of a Work Permit to an S Pass

Is Work Permit holder eligible?

• If you hold a Work Permit and wish to apply for an S Pass, first ensure that you are eligible for the S Pass by using the S Pass Self-Assessment Tool (SAT).

Who can apply for?

• If you meet the requirements, your employer or authorised Employment Agency (EA) can then apply for an S Pass for you.

Is it open for all Nationalities?

• Yes, conversion or upgrade to an S Pass is open to all Nationalities.

Can remain in Singapore during conversion?

• You can remain in Singapore while the application is being made, as long as your Work Permit is valid.

Should Employer cancel your WP?

• Your employer doesn’t have to cancel the Work Permit before the S Pass is approved.

Can WP be extended pending outcome of conversion?

• If your Work Permit is expiring before you get the S Pass application outcome, your employer can request to extend your Work Permit.

Where to extend the WP?

• Login to WPOL e-services and request for extension.
• The extension is subject to MOM’s approval

• SAT is an online tool to assess if you qualify for an Employment Pass or S Pass based on the information provided, such as salary, educational qualifications and work experience.

Does SAT guarantee the outcome?

• It does not guarantee the actual outcome of your application. This is because there are other checks such as your employer’s quota (for S Pass) and your history, that are not considered in this assessment.

You can:

• Preview and check your details before submitting the self-assessment.
• Edit your details easily for re-assessment.
• Print your assessment results.

What should you do if your institution is not listed?

• MOM does not have a list of recognised institutions.
• In the SAT and the work pass application form, MOM has included a list of institutions that are commonly declared in work pass applications.
• If your institution is not in the list, please enter its name as shown on the educational certificate.

What should you do if your qualification is not listed?

• If the qualification level that appears on your certificate is not in the list on the SAT, you can choose the equivalent level from the drop down list; Or
• You can choose not to declare the qualification in the SAT.

What is an S Pass?

• The S Pass allows mid-level skilled staff to work in Singapore. Candidates need to earn at least with a specified fixed monthly salary and have the relevant qualifications and work experience.
